The Engineering Service carries out its mission through the functions of two divisions.
The Engineering Division houses the Architect and Engineering professionals and is responsible for systems design and overall project management. The Facilities Division houses the construction crafts and is responsible for the construction, installation, and maintenance of the facility.
2. Engineering Division
(2) Provides GPO officials with professional engineering and architectural expertise.
(b)Material handling studies.
(c) Methods studies.
(d) Time studies.
(e) Human factors or ergonomics studies.
(f) Consulting on maintenance programs such as planning and scheduling productivity measures, standard data for estimating, work order control, and preventive malntenance.
(g) Cost and benefit analyses.
(3) Malntains a detailed knowledge of technological advances in the graphic arts, manufacturing and materials handling engineering, and their interrelationship.
(4) Malntains a detailed knowledge of safety and environmental laws and regulations and proposes engineering changes to production and plant facilities as required.
(5) Provides studies, compiles data, and designs equipment and/or facilities for special projects.
(6) Establishes engineered production standards as requested.
(7) Administers the GPO Space Management Program:
(b) Processes requests for additional space or reallocation of space per current GPO Instructions.
(c) Develops space utilization standards.
(d) Evaluates existing space resources and determines deficiencies or excesses in space utilization.
(e) Maintains necessary coordination with appropriate Department/Service heads and other officials on matters pertaining to space allocations.
(f) Maintains space allocation data and provides data to the Office of the Comptroller as necessary.
(2) Maintains an intimate knowledge of technological advances in the graphic arts, facilities engineering, environmental and pollution control requirements and their interrelationship.
(3) Performs studies and evaluations to determine whether floors and structures can sustain the tensile, shear and punch, and shear loads of newer, faster, and larger printing and binding equipment.
(4) Evaluates the environmental and utility requirements of new equipment, determines whether existing systems can be utilized, and/or redesigns or modifies these systems as required.
(5) Prepares specifications for all production and facility equipment purchases and for construction and installation contracting and inspecting. Tests and monitors subject equipment and contracts for compliance with specifications.
(6) Serves as design and construction engineer on in-house projects and acts as contract administrator and contracting officer's technical representative on outside construction contracts.
(7) Serves as coordinator, advisor, and liaison in initiating and developing building construction or acquisition projects.
(8) Assists the agency in complying with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) standards by providing the professional expertise and technical knowledge to design, redesign, and/or modify commercially available or existing equipment to bring it into compliance with subject standards without hampering or impairing production.
(9) Reviews audio noise level reports and develops techniques to reduce excessive levels to those which comply with OSHA standards.
(10) Produces studies; provides and compiles data and/or prepares designs for special projects, as required.
(11) Provides for the practical implementation of all systems designs with regard to the Facilities Division, Industrial Systems Branch, and the entire GPO and its facilities, including the field offices.
(12) Serves as a contact point for and/or assists and advises other governmental agencies such as the National Security Agency, Library of Congress, General Services Administration, and Smithsonian Institution regarding equipment, techniques, and specifications GPO utilizes and/or has developed.
(13) Serves as energy conservation coordinator.
(2) Utilizing CADD, furnishes all design/drafting and technical support for projects within the Engineering and Industrial Systems Branches.
(3) Provides all reproduction services to the Engineering Branch, Industrial Systems Branch, Facilities Division, and Materials Management Service in support of all engineering construction and contract work.
(4) Maintains files for all engineering drawings from the original building drawings to the present.
(5) Updates and distributes small-scale building prints.
(6) Provides charts, graphs, and visual aids in support of various activities.
(7) Assigns door numbers.
(8) Assists all division and section supervisors in the selection of furniture and furnishings in compliance with GPO Instructions; assists all division and section supervisors in the selection of paint colors; assists the user in the selection of carpet and coordinates the colors for office interiors; and assists all the engineers in furniture layouts for coordinated workflow.
(9) Works independently on office renovation projects utilizing systems and modular furniture in open space office environment.
(10) Assists with the monitoring of contractors to insure compliance with project specifications drawings and objectives.
(2) Develops and implements programs and procedures to provide maintenance, repair, and alterations of Central Office buildings and equipment.
(l) Performs electrical and electronic work in connection with the construction, installation, maintenance, alteration, and repair of buildings, machinery, and equipment.
(2) Maintains and updates lighting.
(3) Maintains and provides electrical repairs to industrial trucks.
(4) Installs and maintains signal communication protective systems and production equipment.
(2) Installs, maintains, and dismantles structural steel work and heavy metal building appurtenances.
(3) Performs all motor vehicle and industrial truck mechanical maintenance.
(4) Performs all required machining and heavy welding.
(2) Inspects and recharges, as required, all GPO fire extinguishers.
(3) Responds to all fire and waterflow alarms.
(4) Clears all stoppages in central baling system.
(2) Installs and maintains hardware and locks, furnishing keys as required.
(3) Installs and maintains, as required, floor coverings and wood-block floors.
(2) Moves furniture and related items as required.
(3) Performs all required painting of buildings, machinery and equipment, including lettering, sign painting, graining, and decorative painting.
(4) Removes, maintains, and replaces windows and glass items in production equipment.
(2) Charges and services storage batteries.
(3) Maintains air-conditioning filters, ducts, and control systems.
i. Building Services Branch
(b) Plans, estimates, and prepares work schedules to coordinate the activities of trades involved for all projects which lend themselves to advance scheduling.
(c) Develops preventive maintenance programs as requested.
(b) Rearranges furniture and equipment for special gatherings and occasions.
(c) Provides emergency housekeeping services.
(d) Performs necessary sanitation, disinfection, and pest control.
(e) Responsible for GPO Waste Recycling Program.
