Introduction. The Office of Personnel, under the supervision of the Director of Personnel, provides a total personnel management program to enable GPO to carry out its mission in accordance with applicable laws and regulations and with GPO policies.
1. Office of the Director
b. Performs special projects and prepares reports on personnel issues for appropriate management officials, as requested, and issues determinations, as authorized.
c. Serves as the official contact between GPO and the Office of Personnel Management (OPM).
d. Supervises and directs the activities of the subordinate offices of the Personnel Service.
b. Makes recommendations to appropriate management officials concerning requests for voluntary leave transfer, leave restoration, hazardous weather dismissal, humanitarian leave, backpay claims regarding details beyond regulatory limits, and other matters requiring administrative determinations and interpretations of GPO policy and Federal personnel laws and regulations. Provides guidance to employees/supervisors concerning the administration of all GPO leave programs.
c. Prepares GPO Instructions and Notices in all areas of personnel management based on information provided by technical experts in other branches.
d. Performs studies and evaluations and issues reports with recommendations for improvements for an effective GPO personnel program.
e. Provides representatives from the Office of Personnel for labor negotiations and consultations.
f. Prepares responses to Congressional inquiries and other sensitive correspondence concerning personnel matters.
g. Develops informational materials on matters primarily involving personnel matters for the use of GPO managers, supervisors, employees, and applicants for employment.
b. Administers testing programs.
c. Administers the Federal Merit Promotion Program.
d. Coordinates the Employee Performance Appraisal System.
e. Processes personnel actions.
f. Provides reception and information services on employee concerns and on opportunities for GPO employment.
g. Maintains Official Personnel Folders and other required employment records.
h. Coordinates the Automated Employee Database and provides statistical data on employment.
i. Provides career counseling.
j. Provides assistance and counseling to potential retirees under the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS).
k. Administers the Federal Employees Group Life Insurance (FEGLI) and the Federal Employees Health Benefits Programs (FEHBP).
b. Assists management in achieving cost-effective operations by establishing the proper pay category, title, series, and grade for each position and by evaluating the need for additional positions.
c. Performs organizational surveys and position audits to verify that positions are functioning in accordance with assigned duties and responsibilities and to provide recommendations on cost-effective and efficient organizational structures.
d. Reviews classification appeals filed by GPO employees and makes recommendations for resolution to the Public Printer.
e. Performs special studies in wage and salary administration, as requested by the Director of Personnel.
f. In accordance with Federal regulations, determines the appropriate codes for positions excluded from bargaining units.
g. Studies, evaluates, and provides test application and comments on tentative OPM classification standards.
b. Advises and assists operating officials in determining training needs and in planning, conducting, and evaluating specialized and on-the-job training.
c. Analyzes training options to ensure that needs are met in a cost-effective and efficient manner.
d. Coordinates non-GPO training.
e. Advises employees on advantages of and opportunities for self-development.
f. Provides automated technology training to all GPO employees affected by technical change.
g. Ensures that all approved training conforms with GPO training policies, guidelines of the Office of Personnel Management, and applicable Federal laws and regulations.
h. Develops training policy and guidelines for employee and career development that ensures the administration of a positive program for training.
