Introduction.  Administrative functions are the principal responsibility of the Production Manager and his immediate staff.

    1. Office of the Production Manager

      a. Directs and coordinates operations of all component organizations, encompassing:

        (1) all database design, development, file maintenance, composition, proofreading and database management pertaining to products produced within the Production Department;

        (2) design, development, and maintenance of electronic composition systems suitable for producing a wide variety of Government publications;

        (3) programming, data preparation, and systems integration for making databases electronically available via the Internet;

        (4) design and maintenance of computer systems providing interactive electronic access to publication databases (databases can include digital graphics, sound, and video);

        (5) configuration, operation, and maintenance of remote demand-printing installations;

        (6) all planning, printing and binding work assigned to the Central Office.

      b. Executes security programs for protection of classified or otherwise restricted materials, during production and distribution activities.

      c. Production Control Center

        (1) Reviews work jackets and determines work to be accomplished.

        (2) Coordinates scheduling of all jobs to be produced in the Production Department.

        (3) In technical matters, maintains liaison between customer agencies through the Departmental Account Representative Division and other divisions in GPO.

        (4) Handles the shipment of composition output to Customer Service.

      d. Delivery Section

        (1) Delivers regular work throughout the metropolitan area.

        (2) Delivers classified work or prepares and ships it as classified mail.

        (3) Handles official correspondence to and from Capitol Hill.

        (4) Makes small package (inside room) deliveries to local agencies.

    2. Production Planning Division

      a. Production Planning and Scheduling Committee

        (1) Develops production plans and schedules for Departmental printing and binding work produced in-house.

        (2) Enters the production specifications into the Production Estimating and Planning System (PEPS).

      b. Estimating and Jacket Preparation Section

        (1) Develops production plans and intermediate schedules for Congressional printing and binding work produced in-house.

        (2) Generates work jacket instructions, and develops cost estimates.

        (3) Obligates the paper and materials required for each job.

        (4) Forwards out-of-town shipping information to the Transportation Operations Unit.

      c. Paper and Materials Control Section

        (1) Determines the amounts, sizes and kinds of paper to be kept in stock in order to maintain the appropriate inventory levels to meet production requirements. Establishes minimum inventory levels and reorder quantities.

        (2) Researches and reviews the items, quantities and schedule requirements on purchase orders for the procurement of paper.

        (3) Generates purchase requests for special order paper and material items.

        (4) Provides liaison with Congress and Federal agencies on their blank paper requirements.

        (5) Schedules and prepares work jacket instructions for the Bindery and Materials Management Service to furnish blank paper to customers.

    3. Graphic Systems Development Division

      a. Composition Section

        (1) Designs, develops, writes, and maintains typesetting programs to create page description information for PostScript devices.

        (2) Keeps abreast of developments in commercially-available typesetting systems to determine if they should be integrated into the GPO system or if some features of the commercially-available systems should be added to GPO's systems.

        (3) Develops applications software in support of the GPO Production Department.

        (4) Develops Common Gateway Interface (CGI) software for use on the World Wide Web.

      b. Systems/Communications Section

        (1) Manages the VAX systems and networks for the Senate Office of Legislative Counsel, Office of the Federal Register and the National Labor Relations Board, as well as the DEC Alpha and VAX systems used in the Production Department at GPO.

        (2) Provides system administration and management responsibility of 19 DEC Alpha systems running DEC Unix operating system software as part of the GPO ACCESS program. One Alpha system with DEC Unix for the off-site storage facility located at Owensboro, KY and 13 World Wide Web servers at GPO, including two systems for the CBDnet and two systems for exclusive use of Congressional customers.

        (3) Responsible for the installation and configuration of software necessary to allow selected Personal Computers to access the Internet and to be connected to the GPO Email system.

      c. Database Retrieval/Distribution Section

        (1) Works with representatives from customer agencies in conjunction with GPO's Customer Services Department representatives to develop CD-ROM publications.

        (2) Examines the customer's publications and/or databases and discusses the customer's expectations regarding functionality of their new CD-ROM product.

        (3) Assists customers in choosing the appropriate search and retrieval software based on our experience with text, fielded, and image formatted data.

        (4) Prepares searchable databases according to the specifications of the customer.

        (5) Embeds tags, scans-in images, and creates custom search/display screens.

        (6) Creates one-off CD-ROM discs for customer testing and as final input to the mastering and replication process at a CD-ROM contractors' manufacturing facility.

      d. Remote Applications Section

          --Remote production support--

        (1) Recommends equipment and software for Congressional/Agency customers requesting the utilization of the GPO MicroComp system.

        (2) Designs formats and page specifications for all jobs to be processed by Congressional/Agency customers utilizing MicroComp.

        (3) Prepares marked-up samples and develops those instructions necessary to convert initial manuscript or electronic data into an edited unformatted master file for use as input to MicroComp.

        (4) Supports Congressional/Agency customers in the utilization of MicroComp.

          --Internet applications support--

        (1) Designs "home page", formats, and databases for Congressional/Agency customer's Internet (WAIS/WWW) applications.

        (2) Supports updating of databases for Congressional/Agency customer's Internet applications.

      e. In-House Applications Section

          --In-house production support--

        (1) Designs formats and page specifications for all jobs to be processed within GPO utilizing the MicroComp system.

        (2) Prepares marked-up samples and develops those instructions necessary to convert initial manuscript or furnished electronic data into an edited unformatted master file for use as input to MicroComp.

        (3) Provides assistance to Congressional/Agency customers in the designing of publications for the MicroComp system. Support extends to instructing data processing personnel in the placement of coding within a database to develop an unformatted master file for use as input to MicroComp.

        (4) Supports EPD in the utilization of MicroComp.

        (5) Maintains font library and hyphenation dictionary.

          --SGML support--

        (1) Develops SGML applications for GPO and Congressional/Agency customers.

        (2) Performs data analysis and tag name/DTD development.

        (3) Designs formats, page specifications, and processing instructions if to be output with MicroComp.

        (4) Acts as a "hot line" for SGML production support to GPO and Congressional/Agency customers utilizing MicroComp.

      f. Production Information Management Section

        (1) Designs, develops, and maintains software necessary to support user required in-house production tracking information. Most applications are designed to be incorporated into the PEPS (Production Estimating and Planning System), although related PC (personal computer) applications are provided on request.

        (2) Provides analysis and coordination of system-wide user requests related to PEPS.

        (3) Trains appropriate personnel in the operation of terminals and the various system transactions necessary to create or update system records.

        (4) Coordinate PEPS hardware maintenance.

        (5) Supplies the above services to regional procurement offices as required.

      g. Support Section

        (1) Develops publications describing systems and capabilities, methods of determining applications, publication design instruction, and full text database design and management.

        (2) Develops and conducts in-house and interagency training programs.

    4. Electronic Systems Development Division

      a. Electronic Systems Branch

        (l) Provides electronic technical services to the Production Department, to other areas of GPO, to the Congress, and other Government agencies.

        (2) Provides electronic engineering and system design expertise to these groups and also provides electronic technicians for maintenance on and revisions to their electronic equipment and systems.

        (3) Provides maintenance service to the Production Department, Senate Office of Legislative Counsel, House Office of Information Systems, House Office of Legislative Counsel, Law Revision Counsel, National Labor Relations Board, and Office of the Federal Register.

        (4) Electronic engineering expertise is provided to all of these groups in the fields of phototypesetting and data capture. Consultation is also provided to the Joint Committee on Printing when requested.

      b. Network Systems Group

        (1) Provides networking services to the GPO in the areas of design, (DNS) domain name services, security including Internet firewalling, mail, interconnectivity through routing and switching, and maintenance.

        (2) Provides Internet services to the GPO including HTTP, FTP, SMTP, and Telnet and provides the capability for other Government entities to use GPO resources to host Web homepages and receive mail via mail forwarding.

        (3) Provides Intranet services to the GPO including resources for departmental/division/branch homepages and access to controlled departmental resources and systems via NT networking.

    5. Electronic Photocomposition Division

      a. Proof and Copy Markup Section

        (1) Marks up manuscript for style and consistency. Inserts codes and formats on copy for entry into GPO text processing systems and commercial keyboarding products.

        (2) Inserts codes into supplied database before database goes to the Video Keyboard Section for updating of database.

        (3) Proofreads and revises GPO electronic composition output.

        (4) Inspects and assembles system created reproducibles.

        (5) Upon request from the Congress and various agencies, furnishes journeymen on a detail basis.

        (6) Revises and rearranges daily Congressional Record database into final form prior to producing the bound editions of the Record.

        (7) Operates scanning equipment to capture keystrokes from manuscript.

        (8) Operates scanning equipment to capture images for merging with text files.

        (9) Reviews all incoming authors' alterations.

        (10) Parsing of SGML databases before going to the Text Processing Computer Section.

        (11) Comparing SGML page output with the locator page output after it has been converted.

      b. Video Keyboard Section

        (1) Keyboards data from submitted manuscript into the text processing systems.

        (2) Keyboards edit insertion codes, authors' alterations, and office corrections.

        (3) Edits electronically-supplied data files.

        (4) Updates standing publication databases.

        (5) Converts locator databases to SGML databases.

      c. Text Processing Computer Section

        (1) Composes full text databases produced by GPO, Congress, and U.S. Government agencies or their contractors utilizing MicroComp. MicroComp is the GPO-developed automated composition system used to create PostScript driver files which are submitted to high-speed, high-resolution laser printers for the production of camera-ready quality output.

        (2) Edits databases to identify and correct typesetting composition code errors.

        (3) Executes GPO-developed utility programs to modify database files and obtain desired file restructuring.

        (4) Executes GPO-developed utilities to maintain database libraries. Data is stored on an array of disks mounted on DEC Alpha 4000-710s and DEC Alpha 4100s in RAID 5 format. This data is eventually archived on 144-disk Hewlett Packard Model 120T Optical Disk Library systems with each disk containing 2.6 gigabytes of storage space.

        (5) Monitors communication subsystems (telephone modems, Decnet local area network, and FTP servers) which permit Congressional entities indirect access to full text databases.

        (6) Maintains Electronic Photocomposition Division tape libraries.

        (7) Furnishes copies of database tapes and writes floppy disks of various databases for the Customer Service Department and the Electronic Information Dissemination Services section. This material is then sold by the Customer Service Department to Government agencies and by the Electronic Information Dissemination Services section to the private sector.

        (8) Maintains library of PostScript driver files of Congressional Bills and Resolutions and Congressional Reports and Documents which can be automatically accessed by both the House and Senate Document Center offices for reproduction on their Xerox DocuTech systems.

        (9) Interfaces with the Law Revision Counsel to output PostScript files of the United States Code and the annual supplements.

        (10) Monitors the automated Commerce Business Daily system which creates an on-line index of all Government agency-created and GPO-keyboarded submissions. Text Processing also composes the daily print version of the Commerce Business Daily and transmits the PostScript driver file via the Internet to a private contractor for printing and mailing.

        (11) Creates and maintains WAIS (Wide Area Information Server) databases and indexes which are searched via GPO-developed WEB pages.

      d. Phototypesetting and Processing Section

        (1) Operates high-speed magnetic tape driven phototypesetting equipment.

        (2) Processes all film negatives and camera-ready copy that is produced on GPO photocomposing equipment, as well as other sources.

        (3) Operates a duplicating center furnishing proofs and engrossed/enrolled bills.

        (4) Operates nonimpact printers for producing plain paper proofs.

        (5) Operates and furnishes diskette duplication service.

      e. Electronic Job Section

        (1) Produces all specialty job-type work using desktop publishing systems.

        (2) Performs all functions related to line corrections for full text databases.

        (3) Photographically reproduces type and/or special characters that exceed the capabilities of the phototypesetting systems (headlines, banners, and special effects).

        (4) Maintains archive of stationery and envelope files for all Congressional offices.

        (5) Maintains forms library for the Internal Revenue Service and the General Services Administration.

        (6) Produces output on PostScript imaging devices from customer-furnished files created on microcomputer page makeup systems.

      f. PostScript Service Section

        (1) Provides training and consulting services to agencies concerning the use of desktop publishing systems.

        (2) Assists agencies in preparing data to be output on the GPO's PostScript typesetters, plotters and high-speed copiers.

        (3) Keeps abreast of the current commercially available applications software that supports PostScript. Offers technical assistance to the Production Department concerning these applications.

        (4) Develops web pages and other internet-based interfaces.

        (5) Creates links between web pages and WAIS databases.

        (6) Creates fonts and maintains font libraries on the PostScript devices in the Production Department.

        (7) Develops and maintains computerized interface to accomplish imposition of PostScript files for input to Computer-to-Plate units.

      g. Hot Metal Unit. Sets type utilizing slug-casting machines for Binding Division gold stamping requirements.

    6. Press Division

      a. Copy Preparation Section

        (1) Prepares camera copy or reproducibles for plant or commercial production.

        (2) Inspects and certifies process reproducibles returned by commercial contractors.

        (3) Ships materials to the departments and commercial contractors.

        (4) Performs stripping (cut and paste) and page makeup following composition and prior to camera and platemaking.

        (5) Writes photographic work orders instructing Negative Section on camera work required.

        (6) Prepares data sheets for Printing Procurement and Central Office.

      b. Negative Section

        (l) Produces photographic halftones, tints, and line negatives or positives. Processes 70 mm negatives for projection platemaking. Corrects imperfections on films. Assembles page elements by compositing or stripping into single units suitable for Plate Section.

        (2) Processes dylux proofs.

        (3) Processes matchprint color proofs.

        (4) Processes above materials for commercial production as required.

      c. Offset Plate Section

        (1) Imposes film reproducibles for offset and letterpress platemaking.

        (2) Produces offset and photopolymer plates, including negative presensitized plates.

        (3) Produces projection offset plates from 70 mm negatives.

        (4) Makes book blue dylux proofs.

        (5) Upon request, issues to Departmental Printing Management Division and Printing Procurement a record of reproducibles.

        (6) Records and keeps up-to-date information on extensions of storage.

        (7) Issues reproducibles for reproduction as requested.

      d. Offset Press Section. Produces printed matter by the offset method by use of offset rotary sheet-fed and web offset presses, encompassing job and bookwork.

      e. Letterpress Section

        (1) Prints envelopes, letterheads, invitations, pamphlets, and job work that is processed on flatbed, cylinder, vertical and platen presses.

        (2) Embosses and numbers specialty work and produces thermographic printing.

      f. Postal Card Section

        (1) Produces postal cards of current denominations for the Postal Service.

        (2) Wraps and cartons postal cards.

        (3) Fills orders from individual post offices and stages for shipment.

        (4) Prints passports by the offset process through use of offset rotary sheet-fed presses.

    7. Binding Division

      a. Blank/Edition Section

        (1) Cuts blank paper and printed forms, drills, punches, perforates, pads, and hand-gathers single sheets and carbons.

        (2) Cuts, binds, numbers, and delivers passports.

        (3) Wraps, seals, and ships cartons manually and by machine.

        (4) Performs machine gathering, Smyth sewing, edition forwarding, casemaking, stamping, and casing-in.

        (5) Performs machine indexing, paper covering, die cutting, and machine tipping.

        (6) Performs library binding and rebinding, restoration and repairing of old bindings, hand forwarding and finishing, and oversewing.

        (7) Maintains progress control records of jobs being processed in the Binding Division.

        (8) Prepares all shipping and parcel post labels from distribution list for jobs completed by Binding Division.

      b. Pamphlet Section

        (1) Performs all bindery operations relating to pamphlet work: folding, gathering, adhesive binding, side-wire stitch and cover, and three-knife trimming.

        (2) Performs inserting, saddle stitching, signature pressing, and operates mailing machines.

        (3) Performs handwork including: tipping, inserting, collating, consolidating, counting, gathering, and distributing.

        (4) Performs necessary binding operations to process all classifications of security jobs.

        (5) Controls receiving and in-process storage of work processed by the Binding Division.
