    • This document contains data and information that will be needed by the Committee on Finance for meeting its FY1998 budget reconciliation instructions. Included are descriptions of the budget process and constraints, followed by descriptions of each of President Clinton's FY1998 budget proposals that falls within the jurisdiction of the Committee on Finance. A description of present law precedes the description of each proposal. At the end of each section are tables showing the estimated budgetary effects of the proposals prepared both by the Joint Committee on Taxation (revenues) or the Congressional Budget Office (spending), and estimates prepared by the Office of Management and Budget are also included.
