    This report on the legislative review of the Committee on Labor and Human Resources during the 104th Congress is submitted pursuant to section 136 of the Legislative Reorganization Act of 1946 (2 U.S.C. 190d TEXT 6K), as amended by Public Laws 91-050, 92-136, and 93-344. The statute requires standing committees of the House and Senate to "review and study, on a continuing basis, the application, administration, and execution" of laws within their jurisdiction and to submit biennial reports to the Congress.
