December 3, 1998 Superseded List To Be a Searchable Web Database - Superseded List Update Committee Members Needed

LPS is converting the Superseded List to a Web searchable database. A downloadable DBF file will also be offered via the Federal Bulletin Board.

For this effort, LPS is recruiting a Superseded List Update Committee (SLUC). This group will be similar to the groups of librarians that helped update the 1992 and 1996 print editions of the Superseded List. Each group member will monitor and update one or more agency or subagency's publications. SLUC members will also continue as a standing committee to receive comments from the FDLP community and submit updates to LPS on their portion of the Superseded List database as needed. SLUC members can be assigned agencies or subagencies to monitor by LPS, or prospective members can volunteer to monitor specific agencies or subagencies.

Most of the work of the SLUC with LPS will be conducted by email, and perhaps also with LPS Web forms. The project will begin by examining tangible electronic products (i.e. CD-ROMs, etc.). If you are interested in participating in this project, please contact:

November 30, 1998 STAT-USA Problems [ Comments from Ken Rogers of STAT-USA ]

STAT-USA has recently had problems with its Internet service which has affected some of the search features of the service. In mid-October, we had a major failure of one of the Sun servers we used to operate the system. We had planned to phase these servers out anyway but the failure forced us to accelerate the schedule. This has required a major restructuring of all the data bases that comprise STAT-USA/Internet. Most of the individual data bases have been converted but the ability to search the entire NTDB is not completed yet. We expect to restore this service within the next two weeks. We apologize for the inconvenience this has caused.

November 23, 1998 1999 Industry and Trade Outlook

The 1999 Industry and Trade Outlook is being provided by NTIS for distribution to libraries in the Federal Depository Library Program. It is due in January and will be distributed to libraries under C 61.48: item # 0215-L-08.

November 13, 1998 SPECIAL EDITION OF THE MOCAT CD ROM

The Monthly Catalog of U.S. Government Publications (MOCAT) CD-ROM edition will be out of disc space after the July 1998 data is added. It will be necessary to start a new disc. Rather than have an incomplete year on a disc, we have elected to issue a special edition disc that will contain data from January 1996 - December 1997 and the Periodicals Supplement for 1996 and 1997.
THIS SPECIAL EDITION DISC WILL BE FOR PERMANENT RETENTION. The new cumulative disc will begin with January 1998 - July 1998, and the Periodicals Supplement for 1998. It will be distributed in mid-November 1998.

Please note the special edition MOCAT CD-ROM jewel case will be red to distinguish between the blue cumulative jewel case disc that can be discarded with each succeeding disc.

The special edition CD-ROM MOCAT will be distributed to libraries in the fall of 1998.

November 9, 1998 Lake George Industries

LPS is working with GPO's Term Contracts and Contract Compliance areas to deal with the problems associated with Lake George Industries distributed material. At this time, the contractor is going through bankruptcy proceedings. It appears partial or no distribution was made for the Shipping Lists listed below. GPO has not received copies of those shipping lists and the material has also not been returned to us for our use. At this time we are reviewing the amount of material involved and the best solutions to provide the libraries with missing microfiche. Please continue to hold onto all Lake George claims until we can determine the best approach. October 29, 1998 Cassis CD-ROM Subscriber Notice [from USPTO]

Several problems have been reported concerning Cassis CD-ROM discs recently produced under our new CD-ROM mastering contract. The 1998 August issues of the Trademarks REGISTERED and Patents CLASS discs do nor always install correctly in the NEC CD-ROM Multispin 4Xc changers currently used by the Patent and Trademark Depository Libraries. Typically the error message is "Q:\Install.exe not found," where Q: the drive letter of the CD-ROM drive. These discs have installed correctly using other CD drives.

October 20, 1998 American Fact Finder Coming to the Census Bureau's Internet site January 1999

The Bureau of the Census has posted new information about the January and April 1999 releases of American FactFinder on the Census Bureau's Internet site. The new data retrieval system will give Federal Depository Librarians and the general public useful facts and information from the 1997 Economic Census, the 1996-97 American Community Survey, the Census 2000 Dress Rehearsal, the 1990 Decennial Census of Population and Housing and Census 2000.

September 14, 1998 Blank Microfiche

Libraries have reported receiving pieces of blank microfiche in their regular microfiche shipments. Upon checking with the contractors and Postal Regulations, the inclusion of these blank microfiche does not increase mailing costs, but decreases the costs to mail shipments. If there are 200 pieces of material at the same weight mailed per shipment, the contractor can take advantage of the bulk mailing rates. With the smaller shipments, regular postage rates apply. Please do not send the extra fiche to GPO; you may dispose of it as you do other packing material. Of course, all libraries should check actual receipt of microfiche against the shipping lists. And if you find you are not receiving the microfiche on the shipping lists, or the lists themselves, please make a claim with the contractor. If they do not fill your claim, please advise GPO via Michele Harris at (202) 512-1060 or mharris@gpo.gov.

September 14, 1998 House Document 105-310 (Starr Report)

The Referral From Independent Counsel Kenneth W. Starr in Conformity With the Requirements of Title 28, United States Code, Section 595(c)....will be distributed to all Federal depository libraries under item number 1004-E, SuDocs Classification Number Y 1.1/7:105-310. This House Document is being shipped today on Shipping List 98-0050-S, dated 9/14/98. It is not being sent in the regular shipment box, so look for it to arrive in a white jiffy bag

August 28, 1998 Work-around Fix for Installing the IRS Manual CD, Distributed on Shipping List Number 98-60-E

The problem is that the INSTALL.BAT file on the CD assumes everyone has assigned D: as their CD-ROM drive letter. Here's the work-around for those of us who have assigned a different letter to our CD drives: (this is a DOS disc, so you have to open a DOS window or reboot to DOS)

1. Make a directory on your C: drive (and it MUST be C:) called cartstwl. You do this from the C:\> prompt by typing: md \cartstwl and hitting the ENTER key.

2. Then, change to the new directory by typing: cd \cartstwl and hitting the ENTER key.

3. At the C:\cartstwl\> prompt type: ?:\cartstwl\cartstwl.exe -o c:\cartstwl then hit the ENTER key. (Substitute your CD-ROM drive letter for the ? Also, the "-o" is the letter o, not zero.)

This will copy and unzip a bunch of files (about 1.8 MB) on your C: drive. And that's it -- the full install.

To run the disc, from the C:\cartstwl\> prompt type: twlite and hit the ENTER key.

August 26, 1998 Change in FDLP Partnership - Enhanced Shipping List Service

This partnership between the University of Texas at Arlington, the University of Buffalo, and GPO, as described in the January 15, 1997 issue of Administrative Notes (at http://www.access.gpo.gov/su_docs/dpos/ad011597.html#1 ) has changed. Because of other priorities, the University of Texas at Arlington has withdrawn from the partnership. LPS would like to thank them for all their fine work.

The University of Buffalo will continue to offer access to the Enhanced Shipping List Service. Shipping lists will now be available the same day the lists are posted to the Federal Bulletin Board (FBB). The keyword search option will not be offered initially. University of Buffalo staff are looking at restoring this option. An announcement will be posted on askLPS and GOVDOC-L if it becomes available.

The links to the Enhanced Shipping List Service have been updated on the FDLP Administration Web site. The Service is linked to from the Tools and Partnerships pages, and from the Other Resources scroll box on the main FDLP Administration page.

August 13, 1998 New Service Offered - "List of Contractor-Issued Microfiche Shipping Lists" Now on FDLP Administration Web Site

This service provides the same information that appears periodically in issues of Administrative Notes, Technical Supplement. The List will continue to be included in Administrative Notes, Technical Supplement through the December 1998 issue. The Web site will be updated on the first Friday of each month. The Web site now lists shipping lists from March 27, 1998 to the present. It is linked to as one of the choices under Shipping Lists on the Tools page. August 10, 1998 Electronic version of the List of Government Authors

Regular users of the electronic version of the List of Classes available from the Federal Bulletin Board will now be able to download a current version of the List of Government Authors (Appendix I of the List of Classes). The file will be located in the CLASS library of the Federal Bulletin Board, is in ASCII comma delimited format, and is about 31 Kb in size.

August 7, 1998 Dictionary of Occupational Titles

According to the agency, the Dictionary of Occupational Titles published by JIST(a private publisher) is not a government document, and therefore will not be distributed to the libraries through the Federal Depository Library Program. We continue to discuss no charge depository access with the agency for O*NET (http://www.doleta.gov/programs/onet/ ) but a decision has not yet been reached. The O*NET database is not yet ready for searching. Additional information will be posted here when it becomes available.

August 7, 1998 National Climatic Data Center Online Document Library

The National Climatic Data Center is providing no charge access for the Federal depository libraries to access the Online Document Library located at http://www5.ncdc.noaa.gov/pubs/publications.html Libraries may access the Monthly Climatic Data for the World, Storm Data, and Local Climatological Data via this controlled access site. The user must be in the library to access the database, and libraries must protect the passwords. At this time there is not a limitation on the number of concurrent users able to access the database. Please use "noaa" for the user ID and "noaapub980" for the password. If you have problems accessing the database using the passwords, please contact staff in the Depository Administration Branch at (202) 512-1071, or by email at rhaun-mohamed@gpo.gov.

The Adobe Acrobat Reader is required to view/print these PDF files. Many of the files are quite large (over 5 Megabytes), so please be sure to review your request before you begin the download. GPO continues to work with NCDC to develop a CD-ROM product to be distributed to the depository libraries, but it has not yet been completed.

The publications available from this site included:

Monthly Climatic Data of the World (MCDW):
This publication contains monthly mean temperature, pressure, precipitation, vapor pressure, and sunshine for approximately 2,000 surface data collection stations worldwide and monthly mean upper air temperatures, dew point depressions, and wind velocities for approximately 500 observing sites.

Storm Data (SD):
Monthly issues contain a chronological listing, by states, of occurrences of storms and unusual weather phenomena. Reports contain information on storm paths, deaths, injuries, and property damage. An "Outstanding storms of the month" section highlights severe weather events with photographs, illustrations, and narratives. The December issue includes annual tornado, lightning, flash flood, and tropical cyclone summaries.

Local Climatological Data (LCD):
Summarizes temperature, relative humidity, precipitation, cloudiness, wind speed and direction observations for several hundred cities in the U.S. and its territories. Most monthly publications also contain the 3 hourly weather observations for that month and an hourly summary of precipitation. Annual LCD publications contain a summary of the past calendar year as well as historical averages and extremes. Please see LCD listing of Published stations for a listing of valid stations and dates for LCD publications.

July 24, 1998 Problems on Microfiche Shipping Lists

Depository librarians should be aware of the following issues related to various microfiche shipping lists:

1) The issue of the non-receipt of shipping list no. 98-0321-M, issued by Wilkins System dated 2-9-98, has been referred to the GPO Procurement Officer for resolution.

2) Shipping list no. 98-0806-M dated 6-29-98 and issued by CRS is correct. Shipping list no. 98-0806-M dated 6-29-98 and issued by Wilkins Systems should be corrected to read: 98-0805-M. Shipping list no. 98-0805-M dated 6-29-98 issued by Wilkins Systems should be corrected to read: 98-0804-M. Wilkins Systems has been instructed to re-issue copies of the corrected shipping lists. Each shipping list should be annotated with "Corrected Copy".

3) Shipping list 98-0590-M issued by Lake George Industries has been returned to LPS and cancelled. Titles originally assigned to this shipping list will be re-assigned to shipping list no. 98-0839-M and will be distributed shortly.

Vol. 63, Issue 128 of the Federal Register microfiche was printed with the date of June 6, 1998 in error. A replacement has been printed and mailed to selecting depository libraries with the correct date of July 6, 1998.

July 21, 1998 Handling Misdirected Shipments

Your patience is appreciated as Potomac Business Center resolves the problem of misdirected shipments as well as other kinks that come with the start-up of a new contract.

A small number of depository libraries have received depository shipments belonging to other libraries through either the transposition of numbers (0586A input at 0568A), or database errors initially input into the processing system PBC uses to handle depository shipments.

PBC is actively working to correct these mistakes. However, GPO asks that libraries either refuse the incorrect shipment or forward the shipment to the rightful owner. Refused shipments are returned to PBC and are re-routed to the correct library.

To alleviate mailing costs charged to your library when forwarding shipment boxes to the rightful owner, please contact the GPO claims office at (202) 512-1024 to request a mailing label for the correct depository library. The label will be mailed to you via the US Postal Service.

July 17, 1998 New Direct Mail Title

Libraries receiving item number 0438-C, Federal Energy Guidelines, FERC Reports will be receiving a new CD-ROM product. The first discs to arrive titled: FERC Reports Archive, are a two disc set, which includes vols. 1-81. Libraries can expect monthly updates to arrive via direct mail. Disc nos. 4 and 5 are being distributed on Shipping list 98-0057-E. According to the agency, the production of discs no. 1-3 is delayed due to disc production problems. The 1997 discs are being produced by the Census Bureau and not by the U.S. Dept. of Transportation as were the 1995 and 1996 discs. This change in publisher is reflected in the classification number change for the 1997 edition. LPS will continue to distribute copies to libraries selecting 0154-E and 0982-L-06.

LPS distributed USA Mark: Facsimile Images of Registered United States Trademarks (C 21.31/11: item 0260-E-01) to libraries on SL 98-0049-E dated 5/15/98. Libraries responding to the March survey recently received the 101 disc set. The retrieval software was not included in this set, but it will be distributed to the libraries selecting this item number as soon as it arrives in GPO. We apologize for any confusion concerning the distribution of this title.

June 12, 1998 O*NET Access

Depository libraries have FREE access to O*NET. This database houses what we send out in paper as "Dictionary of Occupational Titles". The database will not be completed until 1999. No password is needed.

June 12, 1998 LPS New Mailing Contractor

Depository librarians have contacted LPS concerning a practice employed by the new LPS mailing contractor, Potomac Business Center, of placing UPS mailing labels on top of the LPS shipment label. This practice has caused problems for many libraries as it obscures shipping list information. LPS staff have discussed this matter with Potomac Business Center and have been assured that this practice will be discontinued. If you have questions concerning this matter, please feel free to contact me with your concerns.

June 8, 1998 New Mailing Contract Now in Effect

[This corrects the entry issued on June 3, 1998 ]

Potomac Business Center, Inc. (PBC) of Washington, DC began handling Library Programs Service (LPS) outgoing shipments Monday, June 1, 1998.

PBC administrators have extensive management experience and have also provided mailing services to various agencies within the Department of Defense and other businesses located in the Washington metropolitan area.

PBC has secured United Parcel Service (UPS) as a subcontractor. UPS, the world's largest package distribution company, transports more than 3.1 billion parcels and documents annually.

Depository libraries should expect to receive their shipments through UPS. Washington, DC metropolitan area libraries may receive delivery through PBC and UPS. Delivery times will continue to be within seven business days after leaving GPO.

Please continue to contact the LPS claims office to report non-receipt of shipments or receipt of damaged shipments. LPS claims personnel can be reached on (202) 512-1024.

June 2, 1998 New NAICS Manual To Be Distributed in Paper Format.

The new NAICS Manual will be distributed to libraries in paper format. While the new item number has not been determined, libraries currently selecting 0854-A (SIC Manual) will receive the NAICs Manual. It has not yet arrived at GPO, but we will send it out to the libraries soon after receipt.

June 1, 1998 Shipping List Service on U.S. FAXW2TCH Currently Unavailable

The shipping list service provided by the U.S. FAXWATCH is currently unavailable. A problem occurred over the weekend. Libraries can access the system and request shipping lists, but the lists are not being faxed to the libraries. When the system is once again functioning, a message will be posted here on the FAQ and News site of ASKLPS as well as on GOVDOC-L.

May 15, 1998Duplicate Microfiche Shipping List Numbers

LPS has been notified that two microfiche shipping lists were assigned the same shipping list number in error. Both lists were identified as 98-0591-M, dated May 1, 1998. One list was produced by Engineered Systems, the other by Lake George Industries(InfoConversion Division). The shipping list produced by Lake George Industries should be corrected to read: 98-0761-M.

Incorrect Classification numbers for GAO microfiche on some Shipping Lists

LPS has been notified by librarians that several microfiche shipping lists contain incorrect classification numbers for GAO microfiche titles. Shipping lists 98-0473-M, 98-0529-M, 98-0530-M, 98-0571-M and 98-0572-M have already been brought to our attention. The classes incorrectly have the GAO "B" added as part of the complete class number. The correct classification number for the GAO GA 1.13: series does not contain the "B" number. Due to field length limitations in the WEBTech Notes database, individual class corrections will not appear in Administrative Notes, Technical Supplement.

GPO Cataloging Tape Update

The Library of Congress Cataloging Distribution Service (CDS) has informed LPS that the monthly GPO Cataloging Tapes for January through April 1998 have been processed. These files are nowavailable from the CDS ftp site for those vendors and other customers receiving their MARC DistributionService files via ftp. Tapes are being shipped this week, so tape customers will receivethese files shortly. The Periodicals Supplement file for 1997 is not yet available. This tape is currently beingtested by CDS and is expected to be distributed in the near future.

Both CDS and LPS regret any inconvenience that the disruption of tape service has caused the library community.Staff from CDS and LPS continue to monitor the tape processing and distribution functions. It is our goal to resolve any future problems that occur that could cause a delay in the delivery of the GPO Cataloging Tapes to customers.

A new CD-ROM "tour" of the White House has been in the news. This CD is not a Government publication, and is not distributed by GPO. It is being sold by the White House Historical Association.

Please bear with us while weobtain additional stock and redistribute the paper Periodical Supplementto all libraries responding to Survey 98-001.

Blank Peace Corps CD-ROM

LPS contacted the agency to determine if there was a problem with theLCRK. The Language Coordinators Resource Kit, (PE 1.13:L 26, item0900-D-01) distributed on SL 980036-E, dated 3/29/98, is for use onlywith Macintosh Computers. There are no plans at this time to reissuethis information in an IBM compatible format.

OSHA has advised GPO that the next issuance of the OSHA Regulations, Documents, and Technical Information, OSHA CD-ROM (L 35.26:A-98-1, item # 0744-G-01) will no longer be supported for Windows 3.1 applications. Windows for Workgroups 3.11, Windows 95, and Windows NT are still supported. The technical assistance number is (801) 487-0680, ext. 234. LPS has not yet received this product, but is due this month.

Installation Instructions

Windows 3.1


1. Insert the World Factbook CDROM
2. Go to Program Manager
3. Select File, Run
4. Type sysedit and return
5. At the cursor in the AUTOEXEC.BAT file type:
set CD_DRIVE=d: and return (assuming d: is your CD drive letter)
6. Close and Save the System Configuration Editor window
(this will close all four system files)
7. In Program Manager, click in the window you wish your Factbook iconto appear
8. Select File, New
9. Choose Program Item, and OK
10. Enter the following information
Description: The 1997 World Factbook
Command Line: d:\dtext23\bin\dtextro.exe
11. Select OK
12. Shutdown and restart your workstation
13. Double-click the Factbook icon to access the information


Windows 95


1. Insert the World Factbook CD-ROM
2. Click on the Start button, select Run
3. Type "notepad c:\autoexec.bat" and press r
4. At the notepad cursor position, type "set CD_DRIVE=D:" (assuming D: is your
CD-ROM drive letter - if it is a different letter, substitute that letter) and press r
5. Press and hold the a key, then press the F key. Release both keys.
6. Press the X key - select "yes" to save your changes
7. With the mouse pointer over your desktop background, right click the mouse
8. Select New, Shortcut
9. Type "d:\dtext23\bin\dtextro.exe" (assuming D: is the your CD-ROM drive letter - if it is a different letter, substitute that letter) and press r
10. Type "1997 World Factbook" and press r
11. Click on the Start button, select Shut Down
12. Select Restart the computer and press r
13. Double-click the Factbook icon to launch the application

Tool Kit for Healthy School Meals

Tool Kit for Healthy School Meals, Item 0010, A 1.2:M 46/3 (SL 96-0017-S, dated 12/4/95), updates a previously distributed publication, Quantity Recipes for School Food Service, Program Aid, #1371. Quantity Recipes was distributed under item 0014-A, A 1.68:1371 (SL 88-528-P, dated 9/6/88) . There is no indication on the Tool Kit that it is to update Quantity Recipes, and yet the index cards and recipes are an exact match.
