The Federal Bulletin Board is now working again.
The Federal Bulletin Board experienced problems last week and became inoperative. GPO staff have been and continue to work on restoring it to operation. A GOVDOC-L message, and a notice here, will be posted when that happens.
U.S. FAX Watch is now working again.
Until further notice, U.S. FAX Watch is inoperative.

Claims submitted for 2000-0018-P WILL NOT be honored.
GPO's Term Contracts Division has determined that Wilkins Systems, Inc. has not been in compliance with microfiche contracts for programs B354-S and B562-S. Therefore, they have been defaulted on these contracts for shipments that have not been converted and delivered, and rejections of microfiche that have not been corrected. The titles assigned to these shipments will be re-issued using the same program number but different print order number and contractor. Notes will be included on the new shipping lists relating the original print order number and shipping list number. We are beginning the reprocessing of these publications for microfiche conversion by another contractor. Because some of the material has already been distributed to libraries by Wilkins Systems, libraries that receive duplicate copies of the publications are directed to process them as secondary publicatons as instructed in the Instructions to Depository Libraries (Chapter 4, Section H, page 18).
As in any default, there will be some confusion. The following is a list of shipments that have been returned to the Government Printing Office for cancellation. Please keep these numbers for future reference in case questions arise:

The agency has informed LPS that discs 35A and 35B will be remastered. The
disc labeled A contains B disc data and the disc labeled B contains A disc
data. The corrected discs will be processed and distributed to depository
libraries upon receipt in LPS.

The Library Programs Service (LPS) has received numerous inquiries from
depository libraries about the frequency of depository shipments. Some of
these concern delays in the receipt of shipments, while others indicated
that shipments were being delivered in batches rather than on a regular
basis. LPS has been pursuing these issues with GPO's distribution
contractor, Potomac Business Center (PBC).
We have determined that PBC continues to pick up depository library
shipments from LPS daily.
However, beginning on Monday, August 23, 1999, there was a change in the
frequency of sending depository shipments. At that time, PBC's delivery
contractor, United Parcel Service (UPS) began to pick up all processed
depository shipments from PBC once every three days. This practice has the
effect of creating batches of shipments that arrive in your library on an
irregular basis. GPO's Materials Management Service advised LPS that the
"every three days" practice fulfills PBC's current contractual obligations
with GPO. The PBC shipping contract also covers work from other GPO offices
in addition to LPS.
LPS regrets the difficulties that these irregular depository deliveries have
caused the depository libraries, and we are investigating the situation and
working to develop a solution. GPO personnel are negotiating contract
modifications with PBC so that shipments can be delivered quicker and on a
more regular basis.
Until this situation is resolved libraries should continue to receive
shipments within five to seven days after pick-up from GPO, but may still
receive shipments in batches. LPS would appreciate your cooperation in
identifying shipment delivery performance problems. Please report delayed,
missing, or irregular shipments to Ms. Vicki Barber, Chief, Depository
Distribution Division, at 202-512-1014, or by email at <vbarber@gpo.gov>.
Please check your copies of General Wage Determinations Issued Under Davis-Bacon....Vol. #, Transmittal 19, July 23, 1999. Some copies were defective and were distributed with the instruction of the pages to change, but did not included the change pages. It was distributed to libraries on SL 99-0325-P dated 8/5/99 under L 36.211:999/V.3/TRANS.19, Item 0777-B-07. Please make claims on the shipping list as necessary. The current Government contractor for small package delivery service of
materials sent through the Federal Depository Library Program is Potomac
Business Center (PBC). PBC selects its own delivery subcontractors. The
situation of delayed shipments ranging from the time period of July 26
through August 23 is a direct result of non-compliance by a chosen
subcontractor. PBC is in the process of remedying this situation and
depository libraries should begin to receive delayed shipments within 7 to
10 days through United Parcel Service (UPS). To ensure that this problem
does not arise again, GPO's Procurement Office is taking action in
accordance with Federal Procurement regulations. Claims received for
missing shipments during July 26 through August 23 will not be honored at
this time. If your library is not in receipt of shipments within two
weeks, please contact me. Thank you for your patience.

In response to a notice posted on August 5, 1999 on GOVDOC-L, LPS has
checked with the Dept. of Agriculture about possible problems with the 1997
Census of Agriculture Geographic Area Series CD-ROM (A 92.53/56:997, Item
0015-B-56). According to Mr. John Lee, when you are using disc 1A and 1B,
you will be using Visual Basic or FoxPro software, but when you use 1C
you will be using Adobe Acrobat. The only real problem you may encounter is
you are loading the CDs on a LAN with the old Novel software--it has been
known to erase the disc. If you have any questions, you can contact Mr. Lee
at 1-800-523-3215.
NOTICE:
This notice is to inform all libraries that receive the FBIS Publications CD, PREX 7.10/3:, under item number 0856-A-11, that there are some software changes beginning with Disc No. 23 (Jan.'99-Mar.'99). Please review the installation instructions for Folio software on the CD.
The Cumulated Index Medicus (HE 20.3612/3:, item 0508-E) was distributed to libraries from a contractor on shipping lists 99-0028-S and 99-0034-S. LPS has been advised there were problems with the distribution. Libraries that received duplicate copies of this multi-volume set should return them to LPS at the following address. Some libraries have received defective copies of the April 1999 List of Classes, distributed on shipping list 99-0254-P (6/2/99). LPS has checked the claims copies of the April 1999 List of Classes and they are not defective. Please make claims for your defective copies via the regular claims process by faxing your claim from the original shipping list to (202) 512-1429.
In the past, the polymer dividers and title pages for the U.S. Congressional Serial Set were sent for libraries to use to create the Serial Set from the House and Senate Reports and Documents distributed to libraries in microfiche format. Because of the cost of producing the dividers, the Serial Set Study Group in the 1994 recommended the polymer dividers be assigned a separate item number to allow libraries to deselect the dividers. The paper title pages and table of contents (Item No. 1008-D-02, SuDocs Class Y 1.1/10: were surveyed after LPS was directed to distribute Bound Serial Set to regional libraries only and to one library in each state without a regional library.
With regard to the microfiche title pages, there is an error on the microfiche title pages distributed on SL 99-0675-M. The SuDocs class number should read Y 1.1/2:SERIAL xxxxx, rather than the Y 1.1/2:XXXX printed on the headers. LPS apologizes for this error, but they will not be redone.
In the May 15, 1999 issue of Administrative Notes, the Library Programs
Service (LPS) proposed changing the Administrative Notes Technical
Supplement (ANTS) from a printed product to an electronic only product.
This proposal is one response to a fall 1998 recommendation from the
Depository Library Council to the Public Printer to continue the transition
to a more electronic Federal Depository Library Program by discontinuing or
consolidating "traditional" tangible products and services. LPS has
received numerous comments and expressions of concern over this proposed
change. Many of these comments concern the difficulties of producing a
complete and satisfactory printed version of ANTS from the HTML pages on GPO
Access http://www.access.gpo.gov/su_docs/dpos/techsup.html.
In light of these comments, LPS is investigating ways to improve the WEBTech
Notes application
LPS has been working to resolve problems with obtaining National Imagery and
Mapping Agency (NIMA) maps for distribution to depository libraries.
Although the NIMA map survey last fall provided LPS with current information
on map depositories and libraries responded to the survey in a timely
manner, until this last week LPS has been unable to send out NIMA maps under
the new distribution plan. Libraries should be seeing the new shipping
lists for NIMA maps arrive in your libraries this week. All NIMA maps that
were distributed directly to the libraries from NIMA in the past will now be
sent to GPO for distribution. Because many libraries have a separate
location for maps, a separates shipping list will be prepared and mailed to
the separate map location. The depository of record will continue to
receive the shipping list also via the regular shipment box. The shipping
list number format will be: 99-2001-S. Map shipping lists will be posted to
the U.S. Fax Watch and to the Federal Bulletin Board (FBB) in dbf format.
Survey 99-002 has been assigned to shipping list 99-233-P dated May 24, 1999. The survey will run from May 24, 1999 until June 4, 1999. Every depository library - Selective OR Regional - MUST respond to this Survey. Libraries will not receive a paper copy of this shipping list. The survey is available online only at:

Two products will be surveyed:
USA PAT and USA Mark will also be going to DVD format, but not before CY 2000. Another survey will be done for these products when appropriate.

Item Lister reflects the selection information in the GPO Depository Distribution Information System (DDIS). Recently it was announced that the update frequency for Item Lister was changed from monthly to weekly. Now the exact time and date of the update (generally on Thursday evening or Friday morning) is indicated at the bottom of the search results screen for each of the four Item Lister search options.

LPS has been advised of some problems with the SSA on CD-ROM for April 1999 (SSA 1.8/4:999/4, Item No. 0516-X-01). The CD's may allow installation, but will not search correctly. Because the May 1999 edition is already in production, the April edition will not be reprinted. Please do not make claims for the defective copies as they will not be replaced. Sorry for the inconvenience.
Just a reminder for those who are don't remember their LPS Password to submit the survey responses, you are looking for the Internal password, not the External. This information was sent to all libraries last spring in coordination with the annual item selection update cycle. All the Internal passwords will begin with FDLP followed by a series of numbers. The password is case sensitve and you need to run the FDLP and numbers together. For example a library will enter 0789 for the user ID and FDLP9999 for the password. The Official Gazette, Patents, Vol. 1218, No.2, January 12, 1999 was distributed to libraries under Item 0260-B on Shipping List 99-0115-P, dated January 22, 1999. The correct item number for paper distribution of the Official Gazette, Patents, is 0260-A. Libraries that select the Official Gazette in microfiche format, but received this issue in paper format are asked to return it by April 9, 1999 to the following address. Incorrect stock was distributed for the Monthly Catalog of United States Government Publications, CD-ROM (GP 3.8/7: item no. 0557-C) on this shipping list.
