Depository Shipment News

FedEx Ground began delivery of outgoing shipments leaving GPO on Monday, September 18th. Separate shipments have been added to FedEx Ground delivery as well.
Libraries may still be receiving shipments sent through the USPS prior to the 18th which result in a gap somewhere around shipping list numbers 2000-0354-P and 2000-0359-P, depending on your item selection rate. Please hold off on contacting GPO to claim these shipping lists. In addition, please hold off claiming 2000-0041-S, 2000-0042-S, and 2000-0043-S. Unfortunately, the shipping lists arrived at your library prior to the items being processed. These separate shipments were mailed through FedEx Ground on Thursday, September 28th.
Thanks to a much-strengthened Statement of Work and contract, FedEx Ground packages should be delivered within six days of receipt. This level of service provides consistency in delivery service and halts the roller coaster ride we have all experienced over the past year. GPO appreciates your patience, email correspondence, phone calls, and constant monitoring.

FedEx Ground to Deliver to Depositories

Dateline: Washington, D.C., September 18, 2000 -
FedEx Ground picked up the first depository shipments from the Government
Printing Office today for delivery to Federal depository libraries. FedEx
Ground (formerly Roadway Package System) is the Library Programs Service's
(LPS) new contractor for depository delivery services, replacing Potomac
Business Center.
The new depository shipping contract has been significantly strengthened
from the previous version, and provides superior monitoring, tracking, and
performance criteria. Shipment "batching" is expressly prohibited under the
terms of the new contract, and shipments should be dispatched to libraries
on a daily basis.
FedEx Ground will also begin delivery of separates and USGS maps within the
next few weeks.

Temporary Changes in Receipt of Library Shipments
Effective Monday, July 31st, LPS will begin sending outgoing depository shipments processed through the Automated Depository Distribution System (ADDS), formerly the Lighted Bin System, to libraries through the United States Postal Service (USPS). Separates and USGS maps will continue to be mailed through United Parcel Service (UPS). This means that over the coming weeks some depository shipments will be received via UPS and some by the USPS.
Potomac Business Center’s (PBC) contract has expired and LPS is in the final stages of negotiations for a new mailing contractor. Your library should receive all outstanding shipments within the next two weeks. Please do not claim. Also, alert library processing staff of the change so that they may monitor the receipt of shipments.
LPS will advise you when a new contract is in place, and when you will begin to receive shipments processed by the new contractor.

Annual Selection Update Cycle 2001 begins June 1, 2000!
The Annual Selection Update Cycle 2001 begins today, June 1, 2000, and runs through July 31, 2000. Drops AND adds are now allowed. Drops are effected immediately, adds will be activated at the start of the new fiscal year, on October 1, 2000.

Libraries are reminded that the process of changing to a more electronic Federal Depository Library Program (FDLP) is continuing. The dissemination format for some Government publications will change from the physical distribution of tangible products (paper, microfiche, or CD-ROM) to online access only. In the coming months these changes will affect FDLP products currently available in multiple formats, particularly those available in both paper and online versions. In some cases the discontinuation of physical distribution will affect titles that you may wish to add during this update cycle, or even titles that you currently select. Changes in distribution format will be announced in Web Tech Notes

list. Each shipping list has a corresponding M/S # (Microfiche Shipment)
and were processed at the Government Printing Office. Please correct your

Incorrect Labels on Separates Shipments
Libraries have been sent a group of regular seperates shipments with incorrect label numbers on the packages. These labels currently read 2000-2020-S, 2000-2021-S, and 2000-2022-S which indicate the publications should be associated with NIMA maps. These are regular products, not NIMA products. and thus should read 2000-0020-S, 2000-0021-S and 2000-0022-S. Please change the numbering on the labels as necessary. The shipping lists for these shipments will be sent to libraries in shipment boxes early next week.

Shipping List Errors
There is a discrepancy concerning two microfiche shipping lists:
1. Shipping List 2000-0560-M issued by CRS has 6 of the same titles listed on pages 1 and 2. CRS has been informed of the situation and will be sending new corrected shipping lists to all depository libraries.
2. Shipping List 2000-0524-M HAD an incorrect shipping list date (04/20/2000, since CORRECTED) in the Contractor Issued Microfiche Shipping List of the Administrative Notes. The correct date of the shipping list is 05/12/2000.

of the list were printed with the first page information.
Linda Frazier at CRS stated that:
they are aware of the problem, it has been corrected, and they have re-issued the shipping list to the depository libraries and the GPO

Libraries have reported trouble with installation. This cd-rom is a "Mac" product, not a Windows product. The Peace Corps produces the majority of its products for the Macintosh pc environment.

USAPat Subscriber Notice

We are pleased to announce that the USAPat production problems have been resolved. We have sent the first six weeks of 2000 for mastering and will ship at least two weeks of issued documents each week until the backlog is completely caught up. The discs will be shipped in the order they issued. We expect to be caught up in April.
Please be reminded that the USAPat discs you will receive will be on DVD-ROM as CD-ROM production has ceased.

New Shipping Lists Replace Defaulted Microfiche Shipping Lists
The microfiche conversion contract defaulted by Wilkins Systems, Inc. has been awarded to Court
Reproduction Services, Inc. New print order and shipping list numbers have been assigned to each group of
publications. See the charts showing the original print order and shipping list numbers, the new print order
and shipping list numbers, and the SuDocs class numbers for the publications, in the article entitled "New Shipping Lists Replace Defaulted Microfiche Shipping Lists" in the March 15, 2000 issue of Administrative Notes.

Incorrect Shipping List Numbers
Two Daily Depository Shipping Lists were distributed with incorrect shipping list numbers.
Both the lists and the shipping labels displayed the incorrect shipping list number.
The lists are:
Shipping list no. 2000-0002-S dated Feb. 22, 2000 listing 5 map titles under item no. 0378-E-24 SHOULD READ: 2000-2002-S.
Shipping list no. 2000-0001-S dated Feb. 22, 2000 listing 4 map titles under item no. 0378-E-22 SHOULD READ: 2000-2001-S.
Corrected lists will be issued.

STAT-USA PASSWORD CHANGE EFFECTIVE FEB. 1, 2000
Just a reminder to all libraries registered to use the STAT-USA internet service (C 1.91: Item 0128-P) that the new passwords went into effect yesterday, February 1, 2000 as per the notice sent to all libraries in their shipment boxes in early January. If you are unsure of your new password, please contact me directly at the address listed below. If you have not registered for the service, you will need to register. The registration form can be found in the January 15, 1995 issue of the Administrative Notes on page 9.

Weekly Compilation of Presidential Documents
Two additional problems with the conversion of the direct mail titles to distribution in the regular shipment boxes include the Weekly Compilation of Presidential Documents (AD 2.109: Item 0577-A) and the List of CFR Sections Affected (AE 2.106/2:, Item 0573-C, Paper format). LPS is obtaining copies of the missing issues which will be distributed to libraries in the Congressional shipment boxes. We apologize for the delay associated with these titles.

New Passwords for Depositories to STAT-USA

Over the past several years, STAT-USA has provided the Federal Depository Library community with over 800 complimentary single-user accounts to our Internet service. Many of these passwords are now over two years old. We feel that the time has come for us to issue new passwords to our service.
Therefore, effective Tuesday, February 1, 2000, your current password will no longer be valid. In the interest of security, information about your new password will be dropped in your GPO boxes the week ending January 7, 2000.
STAT-USA is proud to be a contributing member of the Federal Depository Library program. We regret this minor inconvenience, but we’re sure you understand our need to periodically update passwords. We ask that you take whatever steps are necessary to ensure that your institution’s username and password are secured and used in a single-station environment only. This report was written in accordance with the requirements of Public Law 103-40, the Government Printing Office Electronic Information Access Enhancement Act of 1993. The report has a SuDocs number of GP 1.1/2:999 and item number 0556-C. It is being disseminated to the Federal Depository Libraries only in this electronic format. USGS Map Shipping Lists Now Distributed to All Libraries
As of October 1, 1999, the Library Programs Service (LPS) is distributing USGS map shipping lists to all depository libraries, whether or not they select the maps. Libraries that do select the USGS maps will continue to receive shipping lists from USGS, as well as from LPS.
