Needs and Offers List

The Needs and Offers (N&O) list is a tool used by depository librarians for collection development purposes. Libraries seeking to dispose of publications withdrawn from their collections may place publications with other depositories, and libraries seeking publications missing from their depository collections may post lists which can be viewed by other depositories, using the N&O service. Depository libraries may offer their discards here, after gaining approval for the publication deaccession from their Regional library, in accordance with 44 U.S.C. § 1912 and the state or region's depository publication weeding procedures.

Any list of publications not yet over five years old, those superseded or officially substituted, must include a note to this effect.

Lists are only informational, and GPO assumes no responsibility for the physical exchange of publications. Lists will be posted for no less than 30 days and then removed; it is recommended that libraries maintain a copy of their lists for their record.

Library needs postings below as Disaster Recovery are from depository libraries rebuilding their collections after a natural or man-made disaster. Disasters are defined as destructive forces of nature or man-made that result in loss of depository materials (flood, tornado, hurricane, earthquake, tsunami, fire, freeze). Because rebuilding a collection may be a long-term process, postings from these libraries will remain on the Needs and Offers List Website until filled or the depository coordinator notifies GPO to remove them.

Submission Guidelines

• Use the Needs and Offers Form to submit a list or the URL of your library's Web site.
• Lists will be posted for no less than 30 days.
• Disaster Recovery needs will be posted until filled or the depository coordinator notifies GPO to remove them.
• Please note attachments are no longer accepted.
